Dr. Dominguez retired as a 2-Star General equivalent as a senior executive in the US Department of Veterans Affairs, and previously as a
Lieutenant Colonel in the US Air Force. Manny is a Gulf War Veteran, and former CIO for the Air Force’s Global Medical Modeling & Simulation
Program, with over 24 years of expertise as an innovative leader. His broad experience as a technology executive spans across several
industries ranging from higher education to healthcare.
A pioneer and catalyst for innovative technologies, Manny has served as a career CIO for several large organizations and has taught at 5
different universities. His accomplishments and reputation for successfully developing and implementing innovative projects, along with his
Ph.D. in Technology in Education, have resulted in many awards and keynote speaker engagements, including at Johns Hopkins, the National
Institute of Health (NIH), and many more. Dr. Dominguez has also attended leading executive education programs at Harvard Business
School.
After being credited for standing up the world’s largest medical training campus (the DoD’s Military Education & Training Campus) within 24
months. (in his government sector CIO roles), Dr. Dominguez invented and implemented a state-of-the-art business intelligence system to
serve 360,000 government employees, along with the world’s first virtual-reality based hospital, and its first serious medical gaming
department for training thousands of clinicians. In addition, he launched the VA National Simulation Center in Orlando, Florida.
Earlier in his career, Dr. Dominguez delivered a historic achievement for the US Military by successfully implementing its first EHR in two
simultaneous battlefields and in 9 surrounding countries. As a young US Marine, Dominguez served on the staff of General H. Norman
Schwarzkopf for the duration of the Gulf War. He trained in the Arctic Circle, Mojave Desert and aboard aircraft carriers.
